Managing and commissioning evaluations in a public sector context


The seminar will explicitly address evaluation planning, use and dissemination of program evaluations for public sector middle and senior managers.  It is developed with the objective to raise capacity for designing and managing evaluations and support program managers to effectively conduct quality evaluations.

At the end of the course, participants will leave with a clear understanding of the evaluation policy cycle and the key evaluation requirements; the ability to prepare evaluation plans and terms of reference for evaluations, as well as to formulate evaluation questions; the capacity to understand evaluation findings and to extract and communicate useful recommendations.

Course objectives:

  • To discuss on evaluation planning requirements depending on the purpose of the evaluations
  • Gain a deeper insight into the details of the intervention logic of a program, the different types of program evaluations and the options to implement them
  • Learn how to prepare terms of reference and engaging evaluators
  • Ensure better understanding of the role and responsibilities of the stakeholders; manage formal and informal processes to create ownership and motivate them
  • Improve understanding on the use of the evaluation results and recommendations; increase abilities to communicate them effectively
